Of course he was being "watched" by Elsa just in case he might drop something. Her head is resting on his leg.

My toy poodle, Trixie, sits by the high chair when I look after my granddaughter.
She used to drop food accidentally but now she’s older she just feeds Trixie while feeding herself lol
