One of the routines performed on cruise ships while guests are ashore is the cleaning of the deck chairs. It wouldn't be fun to sit on a chair that had suntan lotion on it from the previous occupant.
These chairs are all stacked here while crew on the other side of the stack over there near the door are cleaning them so that they can be arranged once again on the deck for the next guests who want to use them.
